Provisionism, also called Traditionalism, Traditional Southern Baptist soteriology, Historical soteriology, or simply Provisionism. The term "provisionism" refers to a particular soteriological viewpoint held by many Historical Baptist churches that emphasizes the teachings of the Apostles found in the Bible regarding God's love and provision of salvation for every individual as opposed to Calvinism's soteriological views, which emphasize that God loves and has made provision of salvation only for the limited "elect," those chosen unconditionally before the foundation of the world, while all others are chosen by God for reprobation.
The main point of Provisionism is the idea that the gospel is the Word of God, which is sufficient in itself, through the power of the Holy Spirit, to enable a response in all who hear God’s appeal to be reconciled to Him. John 6:63; Hebrews 4:12
Limited atonement is a doctrine teaching that Christ only died for those God had designated as the elect. A Provisionist would reject this, saying that the Bible teaches that Christ died for all people (1 John 2:2), which is why God promises to save any who come to Him in faith (Romans 10:11–13; Revelation 22:17). The Provisionist holds that Christ genuinely desires all of humanity to be saved (Luke 5:32; 19:10; 1 Timothy 2:4–6).
What prevents all of humanity from being saved? Free will.
The Bible teaches that Jesus died for all, that all are invited to receive Christ and be saved, and that those who are lost are responsible for that. For humans to be held responsible for the rejection of Christ, they must have the freedom to choose or reject his provision for them. Therefore, humanity has freedom of choice.
Jesus himself gives us an example of free will: Jerusalem, Jerusalem! Thou who killest the prophets, and stonest those who are sent to thee! How often would I have gathered thy children together, as a hen gathers her young under her wings, but thou wouldst not! Matthew 23:37
They had the ability to resist the will of God.

Theophilus Nice OP, I need to brush up on Provisionism. Yes I agree all means all. Your last statement about the inhabitants of Jerusalem having the ability to resist the will of God is definitely new to me. But when I think about it Adam and Eve had that ability and I think it's shown throughout the Bible. For the love of Christ urges us on, because we are convinced that one has died for all; therefore all have died. And he died for all, so that those who live might live no longer for themselves, but for him who died and was raised for them. (2 Cor 5:14–15) Notice that Christ died and was raised for all of us so that we might live no longer for ourselves, but for him. He died for all of us so that all of us might live for him! Paul continues a few verses later to spell out how this shapes his ministry. Indeed, the death of Christ for all is the basis for his ministry of reconciliation. All this is from God, who reconciled us to himself through Christ, and has given us the ministry of reconciliation: that is, in Christ God was reconciling the world to himself, not counting their trespasses against them, and entrusting the message of reconciliation to us. So we are ambassadors for Christ, since God is making his appeal through us; we entreat you on behalf of Christ, be reconciled to God. (2 Cor 5:18–20) God reconciled the world to himself through Christ, and now he is making his appeal through his ambassadors to accept the reconciliation that is offered. He died for all and the appeal goes out to all: “be reconciled to God!”

Exactly. God’s respect for human free will. God seeks to draw us to him with loving kindness (Jeremiah 31:3). We love him, because he first loved us. 1 John 4:19 God doesn’t force his love on us and he does not force us to love him. With that said, it would be impossible for the human heart to love God without God the Holy Spirit empowering it. God initiates our love for him (John 6:44), God give us the desire to love him (Philippians 2:13), and God gives us the power to love him (Galatians 5:22).

People sin: Which separated all from fellowship with God.
Responsible: Able-to-respond to God’s appeals for reconciliation.
Open door: For anyone to enter by faith. Whosoever will may come to His open arms.
Vicarious atonement: Provides a way for anyone to be saved by Christ’s blood.
Illuminating grace: Provides clearly revealed truth so that all can know and respond in faith.
Destroyed: For unbelief and resisting the Holy Spirit.
Eternal security: For all true believers.
God provides our salvation through the work of Christ on the cross. It's up to us to exercise our free will accept gift of salvation.
The Calvinistic doctrine of election Tells us on the other hand that we do not have to accept the gift. That it is automatically appropriated to us whether we want it or not. That would make God's chosen elect like robots.

Faith cometh by hearing and hearing by the word of God”, gives us knowledge on how faith comes, by taking in God’s word "the gospel". It means that faith in God is based on hearing and understanding the gospel of Jesus Christ, which is the word of God. Yes and Peter says the new birth comes from hearing and receiving the gospel , the word of God.
