Going thru Acts.. there are already converted groups who have the Holy Spirit come 'upon' 'fill' and 'in the midst'
Many equate this with conversion. But most often they are already converted and being empowered by the Holy Spirit as a whole group
Acts 2 in the upper room is an example of this.
And then it carries on thru with church plants as the Holy Spirit empowers each one.
This is what I would call Holy Spirit baptism..rather than a conversion experience.
